Even though creditors can collect the money you owe them, and even though they can either hire debt collectors to do the job for them or sell the debt to debt buyers, they have to follow the law when attempting to collect the debt. In other words, how they try to collect the debt is a separate issue from whether you owe the debt, and how  they do it is highly regulated. First, federal law regulates what they can and cannot do. In addition many states also add additional requirements that make additional requirements or penalties for improper debt collection practices.
